This choteh niscar thing doesn't make sense to me. Jews were in slavery for decades, but only one year's harvest was destroyed by locusts. Hence the Egyptians benefitted from the agricultural products of slave labour every single year except one. A much better reason to speculate for destroying the crops would have been to incite political unrest, keeping the Egyptian government too busy with internal matters to chase the Jews through the desert, especially given the difficulty of staying in control after their army was reduced in number by the Red Sea closing on them.
